Witness Experience:
Since 1987, he has prepared 750+ expert witness reports and has testified
under oath and cross-examination in 130+ depositions, arbitrations, and
trials in state and federal courts. Representing plaintiffs and defendants,
these cases include economic loss, injuries, and deaths. Based on
these cases, Cooper ranks first in number of peer approved pages
published in the history of the Journal of the National Academy of Forensic

Experience: Cooper
has prepared plans & specifications for hundreds of residential,
commercial, church, recreation, and highway projects including:
subdivisions, stormwater management, dams and basins, wastewater treatment,
underground utilities, roads, traffic, parking, foundations, many types of
structures, and landscaping. Construction/Management:
He has purchased, constructed, renovated, and managed personal real estate
investments including: waterfront land, many rental homes, and an
apartment/commercial complex. Inspection
Experience: Cooper
has made pre-purchase and problem solving evaluations of real estate since
1980. This includes thousands of building, dam, highway, and site inspection
reports; including accessibility, historic buildings, insurance
investigations, solving complex foundation, structural, water intrusion,
mold, termite, fire, and drainage problems, and estimating costs. Earlier
Experience: His
experience also includes serving as United Nations International Consultant
in Israel, representing the United States in conferences in and with Spain,
and serving as highway design and construction engineer in eight of the
United States. His pre-engineering experience includes draftsman,
surveyor, insulator, and carpenter. Professional
Organizations Include:
Cooper served as Section President of the American Society of Civil
Engineers where he is a Fellow and Life Member. He is a Professional Member,
International Code Council; Executive Member, National Academy of Building
Inspection Engineers; and a Fellow, National Academy of Forensic Engineers. Publication/Speaking
Experience: Cooper has
authored articles and books that are in the Library of Congress and has
served often as speaker at national and international conferences. Civic
Responsibility: He
has served in many volunteer capacities including Boy Scouts (Council Board,
District Chairman), Chamber of Commerce (President), elected office (City
Councilman), Rotary (President), and as member of Sons of the Republic of
Texas. Education:
Cooper’s education includes: Bachelor of Science in Civil Engineering, The
University of Texas; graduate of three year training program in highway and
traffic engineering, U.S. Bureau of Public Roads; engineering graduate
courses, Louisiana State University; Master of Arts (Political Science),
